SUMMARY:
Despite repeated attempts in recent years to simplify the planning system, planning law has continued to be so complex that practitioners and students alike have found it difficult to disentangle the complicated issues and principles involved. This text is a clearly-written and accessible book which aims to remove the mystery that planning law has for many people.
This new edition considers many of the more important cases that have been decided since 2000, in particular the key cases brought under the Human Rights Act, including: The Alconbury Decisions; R. (Kathrow) v Rhondda Cynon Taff County Borough Council; R (On the application of Vetterlein) v Hampshire County Council and Hampshire Waste Services Ltd; Lafarge Redland Aggregates Ltd; South Bucks District Council v Porter; R (Adlard and Others) v Secretary of State for the Environment, Transport and the Regions.
SUMMARY:
Because we depend on the environment and the health of the ecosystem, and because we are still learning about the complex inter-relationships that maintain its functions, it is necessary to take particular care about possible harm to the environment and ecosystems. This guide is about assessing and managing risks, particularly environmental risks, in a systematic way as a contribution to the UK's sustainable development strategy, attempting to explore some of the underlying principles. The book is intended for the generalist reader who is interested in the subject without wanting a full-blown textbook, and for policy makers and managers who need to ensure they can set guidelines for a risk assessment and can critically appraise what is presented to them.

Summary:
A guide to the principal legal issues relating to planning law. For each case of use it contains all the most commonly referred to planning law statutes, statutory instruments and policy guidance. The work is divided into sections, each dealing with the recognized divisions of planning law and practice, such as the definition of development, the need for planning permission, obtaining permission and enforcement. A further section of the work is dedicated to other materials of a broader environmental nature which impinge regularly on planning practice. Each section is preceded by an introduction, highlighting the principal feature of practice in that area.
Summary:
This work reproduces in full essential secondary source materials such as planning policy guidance notes and circulars designed to complement "Butterworths Planning Law Service" and "Butterworths Planning Law Handbook". Produced in a single volume, it enables the complete set of current guidance notes and circulars to be taken to committees and meetings. An index is also included.

SUMMARY:
At the "Earth Summit" held in Rio de Janeiro in 1992 the UK Prime Minister and over 150 other heads of state or government committed their countries to working towards national strategies for the protection of our local, national and global environment. The four UK official strategies were published simultaneously: "Sustainable development", "Biodiversity", "Climate Change" and "Sustainable Forestry". They should be of interest to everyone concerned with or involved in the future of our environment throughout the world.
No organization lives in isolation from other living things and each has its own way of life which contributes to the healthy balance of nature. This plan commits the UK government to an action plan to halt the loss of animal and plant species and essential genetic resources. How organizations and committed individuals implement this plan will influence our future natural heritage. In the end whether our country is richer or poorer in species and habitats depends on all of us.

The threat of climate change is sufficiently great to require action now. The UK has therefore prepared a detailed programme designed to achieve a reduction in emissions of carbon dioxide and other greenhouse gases to 1990 levels by the year 2000. This document also lays out measures to fulfil other commitments from the Climate Change Convention, including assistance to developing countries, protection and enhancement of carbon sinks, research and the promotion of public awareness.

Summary:
Many countries have areas with special natural qualities characterized by the harmonious interaction between resident populations and the land. This book sets out the varied approaches to establishing such areas as protected landscapes. It provides guidance on criteria for selection of a landscape, implementation, management and the legal measures involved if protection is to be achieved. The application of the concept of protected landscape is illustrated through 11 diverse case studies from around the world.
Summary:<
The contemporary countryside of England and Wales presents a picture of diversity and change. Rural areas have experienced a growth in population and an expansion of new small firms, attracted by environmental, labour and lifestyle factors.
Aimed at local authorities, this research document attempts to establish the extent to which local planning authorities are implementing Planning Policy Guidance Note 7, which contains policies for diversification of the rural economy, in the councils' development plans and development control decisions. It also attempts to establish the reasons why the policies are not being fully implemented where this is so, and to recommend measures to overcome any further obstacles to complete implementation.
SUMMARY:
This PPG replaces the 1988 version of PPG2, and advice in Circulars. It: states the general intentions of Green Belt policy, including its contribution to sustainable development objectives; reaffirms the specific purposes of including land in Green Belts, with slight modifications; gives policy a more positive thrust by specifying for the first time objectives for the use of land in Green Belts; confirms that Green Belts must be protected as far as can be seen ahead, advises on defining boundaries and on safeguarding land for longer-term development needs; and maintains the presumption against inappropriate development within Green Belts and refines the categories of appropriate development, including making provision for the future of major existing developed sites and revising policy on the re-use of buildings.

SUMMARY:
This PPG describes the various renewable forms of energy; explains renewable energy's potential role in tackling greenhouse gas emissions; sets out the relevant instruments of policy, including the Non-Fossil Fuel Obligation; outlines relevant environmental protection legislation; gives a statement of general planning aims; explains how local planning authorities should include renewable energy policies in their plans, and advises them to consider what contribution their area might make; notes the considerations which should apply when it is intended to locate renewable energy installations in designated areas; explains when environmental assessment is required; sets out the environmental implications of renewable energy; and refers to planning conditions, temporary permissions and other consents/permissions.
It also contains an annex on Wind Energy which has two main sections: the technology, and planning implications.
SUMMARY:
This PPG gives guidance on the relevance of pollution controls to the exercise of planning functions, fulfilling a commitment given in the Environment White Paper - "Common Inheritance". It gives advice on the relationship between authorities' planning responsibilities and the separate statutory responsibilities exercised by local authorities and other pollution control bodies. In particular it advises that local planning authorities should not seek to duplicate controls which are the statutory responsibility of other bodies. It makes clear that close co-ordination among all concerned will be needed to ensure speedy decisions in a complex network of essential regulation. It also provides guidance to planning authorities on the implementation of the EC Waste Framework Directive.

The motor car has provided the modern world with immense advantages and given to many a freedom to travel which has not previously been available. However, the disadvantages of the huge growth in motor vehicle use are becoming more and more appreciated. This guide provides a practical users' manual for implementing the lessons of "Planning Policy Guidance Note 13 (PPG 13) - Transport" published by HMSO Books in 1994. By working from the basic planning principles through to methodologies for developing and applying land use and transport policies, the guide offers a step-by-step approach to PPG 13.

SUMMARY:
The enduring character of England is most clearly to be found in the countryside. Yet the pace of change has increased and much of what we most value about the rural scene seems threatened by increasing mobility, the pressures of leisure and recreation, the decline of jobs in rural industries and the demands for new jobs in businesses which once would have been found only in the towns. This White Paper is about a living and working countryside, recognizing the stresses and strains of widespread change, and looking at the qualities whose preservation is a continuing commitment in a country which values the rural way of life.

Sustainable development aims to meet the needs of the present without compromising the ability of future generations to meet their own needs. It tries to reconcile these two objectives, and does not necessarily mean having less economic development. The UK strategy looks ahead to the year 2014 at current trends and emerging problems, and it examines new arrangements and processes for carrying forward sustainable development in the different sectors of society in the future.

SUMMARY:
A combination of new and existing demands of waste management planning has led to a divergence of methods by which it may be put into practice. Management is an essential part of waste regulation, and provides the framework for decision-making which optimizes both environmental protection and costs.
This guide marks a change in the concept of waste management planning. It sets out the issues in waste managemnt planning, suggests how they should be addressed, and provides an initial framework for best practice within which the environment agency can operate.
